Before you plan the journey
A large share of the trips people make to a Philippine consulate were never necessary. These three are handled entirely elsewhere:
The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in Georgia come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; only its fingerprint card needs a consular officer.
Set against that, three things cannot be delegated or posted: passport biometrics, the RA 9225 oath, and signing a notarial document in front of a consular officer. For those, the trip is unavoidable.
Atlanta is a regular stop on the Embassy's outreach schedule, which matters: it is the largest Filipino community in the Deep South and the drive to Washington is around ten hours.
