Before you plan the journey

Three of the most searched Philippine procedures in the United States are not consular procedures at all, and knowing that is worth more than knowing the opening hours:

The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in Idaho come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; only its fingerprint card needs a consular officer.

Set against that, three things cannot be delegated or posted: passport biometrics, the RA 9225 oath, and signing a notarial document in front of a consular officer. For those, the trip is unavoidable.

Boise to Seattle is an hour and a half by air, against a considerably longer trip to the Bay Area. The reopening of Seattle is the single biggest improvement in consular access the Pacific Northwest has had in years.
