What you do not need a consulate for

Before booking anything, check whether your document involves a consulate at all. Three of the most common ones do not:

The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in Kentucky come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; only its fingerprint card needs a consular officer.

The procedures that genuinely need you at a window are the ones where a consular officer has to watch you do something: give fingerprints for a passport, swear the oath of allegiance, or sign a power of attorney.

Louisville to Washington is around nine hours by road. The nearest honorary consulates are in Cleveland and Atlanta, though neither can issue a passport.
