Three procedures that never reach a counter

Three of the most searched Philippine procedures in the United States are not consular procedures at all, and knowing that is worth more than knowing the opening hours:

The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in Michigan come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; only its fingerprint card needs a consular officer.

What does require you in person is anything carrying your biometrics or your signature: a passport, the oath of allegiance and a special power of attorney.

A caution on that honorary consulate: two official Philippine pages give different addresses for it: Chicago, the supervising consulate, lists West Bloomfield, while a Los Angeles directory page still lists Livonia. Call before visiting.
