What you do not need a consulate for
Three of the most searched Philippine procedures in the United States are not consular procedures at all, and knowing that is worth more than knowing the opening hours:
The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in Oregon come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; only its fingerprint card needs a consular officer.
Everything else, though, is worth the journey precisely because it cannot be done any other way, passport biometrics, the oath, and a signature on a special power of attorney witnessed in person.
Portland to Seattle is under three hours by road, one of the shortest consular journeys on the West Coast. For Oregon residents the reopening of Seattle replaced a long trip to California with a morning's drive.
