Philippine Consulate in Texas
Texas is home to the Philippine Consulate General in Houston, which serves six states across the Gulf and the Southwest, and to a Philippine honorary consulate in the Dallas–Fort Worth area. It is the only state in the country with two Philippine offices.

What you do not need a consulate for
A large share of the trips people make to a Philippine consulate were never necessary. These three are handled entirely elsewhere:
The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in Texas come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; only its fingerprint card needs a consular officer.
The procedures that genuinely need you at a window are the ones where a consular officer has to watch you do something: give fingerprints for a passport, swear the oath of allegiance, or sign a power of attorney.
They are not interchangeable. Passports, dual citizenship oaths and consular notarisation happen in Houston; the honorary consulate in Lantana is a community and liaison office. From El Paso, Houston is a twelve-hour drive.
